T s J7r <br /> 56,ri <br /> 024 <br /> It shall be unlawful for any person to keep any vicious, fierce <br /> or dangerous animal within the County unless it is confined within <br /> a secure building or enclosure, on the property of the owner or <br /> keeper ot`• securely muzzled or under restraint by means of a leash, <br /> chain or rope and firmly under control of a competent person at <br /> all times. <br /> 4. Concern was expressed regarding the possible conflicts between <br /> the ordinance provisions and laws regulating hunting dogs. To correct this, <br /> the first paragraph of Section XI can be changed by adding the following <br /> sentence: <br /> • ,.•�. Nothing in this section is intended to be in conflict with the laws <br /> of the State of North Carolina regulating, restricting, authorizing <br /> or otherwise affecting dogs used in hunting. This section should be <br /> read and enforced consistent with any such law. <br /> 5. Concern was expressed about the risk of harm to any one <br /> rendering medical or other assistance to an animal struck by a motor vehicle. <br /> This can be addressed by rewriting Section VIII as follows: <br /> " It shall be unlawful for any person who causes injury to an <br /> animal by running over or hitting the animal with any motor <br /> {;y. vehicle to fail to notify immediateli (1) the owner(s) of said animal <br /> (if known or ascertainable with reasonable efforts made to locate <br /> the owner) or (2) an Animal Control Officer, and (3) one of the <br /> following: (a) the Sheriff's Department or (b) the local humane <br /> society. <br /> 6. Concern was expressed about the appropriateness of some of <br /> the provisions of the ordinance in the rural parts of the county. This can be <br /> .4 <br /> 1n <br />
