It was suggested by persons attending the public hearing that <br /> the proposed ordinarice was deficient in that it failed to address depriving <br /> animals of adequate shelter. The ordinance defines adequate feed and <br /> adequate water and further states that depriving an animal ci causing it r0 be <br /> deprived of adequate food and adequate water constitutes cruelty to the <br /> animal. What constitutes adequate shelter varies considerably depending upon <br /> the animal in question. For this reason no one definition will suffice. A <br /> proposed definition of adequate shelter which would pertain to domesticated <br /> pets is included here along with a proposal which would make depriving a <br /> domesticated pet of shelter constitutes cruelty under the ordinance. <br /> f <br /> Addressing the adequate shelter issue beyond domesticated pets would require <br /> essentially an animal-by-animal analysis of what is adequate shelter and for <br /> this reason has not been attempted. In the same vein, questions arose <br /> regarding the need for a "sanitized" receptacle dish or container from which <br /> to feed animals. A proposed definition of sanitized is included below which <br /> definition comes directly from Section 19A-2306) of the North Carolina <br /> General Statutes. That statute is included in the Animal Welfare Act of <br /> North Carolina. <br /> Add the following definitions: <br /> Adequate Shelter: That shelter which will keep an animal dry, out <br /> of the direct path of prevailing winds and out of the direct sun. <br /> • Sanitize: To make physically clean and to remove and destroy to a <br /> practical minimum, agents injurious to health. <br /> ' 1 <br /> , • <br /> • <br /> 1.` <br /> • •-• - <br />
