ROBERSON,JR. <br /> SECRETARY <br /> A <br /> MEMORANDUM TO: Division and G' ► ict ► inee4 <br /> FROM: Jack Murdock <br /> Secondary Ro,' Officer <br /> SUBJECT: Secondary R.ad Names <br /> General Statute 153A-240 authorizes a county to name or rename any <br /> public road, but a county cannot change the name of a State Maintained <br /> Road unless agreed to by the Board of Transportation. The Board of <br /> Transportation, under General Statute 136-18(8) is authorized "to give <br /> suitable names to State Highways and change the names as determined by <br /> the Board of Transportation of any highways that shall become a part of <br /> the State System of Highways." <br /> It is the present policy of the Board of Transportation to change <br /> the name of a secondary road only at the request of a County Board of <br /> Commissioners. i The official name of a secondary road is first estab- <br /> lished at the time of addition to the State System. If a road was not <br /> added by petitibn (such as the original roads of 1931 and additions to <br /> map in 1944), they are considered to have no name unless a name was sub- <br /> mitted on the addition forms for some reason. While we are not concerned <br /> with names in particular, we do need to have final authority for changing <br /> names in order to prevent controversies. Some of our most controversial <br /> problems involve disputes over road names. <br /> Through a ;federally funded program (70% federal funds and 30% paid <br /> by the county),1 which is designed to assist emergency vehicles, the <br /> Governor's Highway Safety Program has either approved or is in the process <br /> of approving the purchase of road name signs for the following counties: <br />
