00 <br /> NOTICE OF PROPOSED AMENDMENTS <br /> 1 <br /> of <br /> 1 ORANGE COUNTY ANIMAL CONTROL ORDINANCE <br /> PUBLIC COMMENT WILL BE RECEIVED <br /> at <br /> THE REGULAR MEETINGS <br /> of <br /> 1 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> on <br /> September 6, 7 : 30 PM, Court House, Hillsborough <br /> and <br /> September 20, 7:30 PM, Old Post Office, Chapel Hill <br /> The Ordinance amendments would <br /> A. Prohibit owners from allowing animals to create a nuisance by: <br /> 1 <br /> 1. Being diseased and dangerous to public health; <br /> 2. Damaging property (such as , livestock, garbage containers , gardens , <br /> flowers; shubbery, trees) ; <br /> 3 . Barking; whining, or howling repeatedly; <br /> 4. Chasing; snapping or barking at pedestrians, bicycles, or vehicles <br /> while unrestrained and off the owner's property; <br /> 5. Roaming;while in heat; <br /> 6. Being alvicious animal that is unrestrained at any time or place , <br /> B. Require that dogs not be allowed off the owner's property unless restrained <br /> by competent person. <br /> C, Define and prohibit the abuse of animals by: <br /> 1 <br /> 1. Deprivation of adequate food and water, <br /> 2. Cruel treatment, <br /> 3. Dog fighting or baiting, <br /> 4. AbandonMent. <br /> D. Require persons who injure animals with motor vehicles to render assistance <br /> and notify authorities . <br /> 1 <br /> E. Prohibit the keeping of strays , <br /> F. Establish alcitizen complaint process about ordinance violation. <br /> 1 <br /> G. Establish civil penalities for ordinance violation: <br /> 1 <br /> 1. Animal Impoundment - Certain violations of this ordinance will result in <br /> animal impoundment at the Orange County Animal Shelter at the owner' s <br /> expense <br /> 2. Civil - 1Violation would be subject to a $25 civil penalty to be paid <br /> within 72 hours after issuance of the citation.
