Examine current state and <br /> federal legislation and <br /> regulations, and seek waivers or <br /> changes appropriate to the goals <br /> of helping the aged remain <br /> independent and encouraging <br /> and assisting families to care <br /> for their disabled elderly <br /> members. <br /> b. Begin now to estimate the <br /> need for institutional long-term <br /> care for the aged and to make <br /> provisions that will assure the <br /> availability and affordability <br /> of such care. (2) <br /> The Work Group on Health Care Needs of Older Adults was appointed <br /> in April of 1983! by the State Goals and Policy Board to study these <br /> issues and to develop recommendations aimed at furthering the state's <br /> progress toward the goal and recommendations identified by the <br /> Commission on the Future. The Work Group met five times between May <br /> and July to develop preliminary recommendations. On August 9. 1983. a <br /> policy seminar was held to broaden the base of expertise brought to <br /> boar on the topic. Almost 100 persons attended the seminar and offered <br /> suggestions for revising and strengthening the Work Group's <br /> recommendations.! The Work Group met for a final time following the <br /> policy seminar to make final revisions to its recommendations and <br /> paper. At that time. they also voted to highlight three of the <br /> nineteen recommendations as those most requiring immediate action in <br /> order to facilitate progress toward the goal of increasing <br /> responsiveness to the health care needs of North Carolina's aging <br /> population. These were recommendations 2. 3, and 8 in the report that <br /> follows.
