5 <br /> -2- <br /> • <br /> Wastewater Treatment <br /> • Designate both watersheds "Nutrient Sensitive Waters." <br /> (F) • Put existing dischargers on notice that phosphorus removal <br /> may be required in the future, pending results of Falls Lake <br /> monitoring data and the General Assembly's Neuse River Basin <br /> StudyJ, <br /> (J) • Requite all existing dischargers in the Jordan Watershed to <br /> install equipment needed for phosphorus removal . Do not require <br /> actual removal until the benefits are more clearly understood <br /> or nuisance algae problems occur. <br /> • For new wastewater dischargers in both watersheds, impose <br /> phosphorus removal requirements of at least 80 percent. <br /> • Enactla phosphate detergent ban throughout both watersheds. <br /> Seek State legislation, if necessary. <br /> • Strictly enforce local industrial pretreatment and sewer use <br /> ordinances to prevent the release of toxic chemicals from <br /> sewage treatment plants. <br /> • Require private developers or homeowner's associations to <br /> establish escrow funds adequate to ensure the proper long-term <br /> operaition of their wastewater systems. <br /> • Count1y or city governments should monitor and inspect the <br /> operation and maintenance of all private community wastewater <br /> systalms. <br /> Hazardous Materials Spills <br /> • Devellop a coordinated response plan for hazardous materials <br /> spills from highway crossings over both lakes. <br /> • Consider asking DOT to prohibit the use of certain roads by <br /> vehiCles transporting hazardous materials across the lakes. <br /> • Augment - as needed - emergency response capabilities of local <br /> communities in the watersheds. <br /> Equity Sharing <br /> • i ! <br /> Establish a funding process through which the direct beneficiaries <br /> of clean water contribute to the cleanup and protection costs <br /> imposed on upstream pollution generators who receive no direct <br /> benefits from Falls and Jordan Lakes. <br />
