Agricultural Runoff • identify and treat "Critical Erosion Areas" in both watersheds. (F) • tmpleiment a 10-year agricultural conservation program as detailed in the Upper Neuse River Basin Erosion Study (USA-SCS) • (F) • AgresSively seek $12.3 million needed for the 10-year Falls project; supplement federal sources with State and county funding, as needed. (J) • Fund and implement a similar long-term program for the Jordan watershed, as recommended in the USDA-SCS Upper Cape Fear Erosion Studyl (not yet completed) . Urban Runoff; - Existina Areas • Adopt and enforce local sedimentation and erosion control ordinances for construction activities in Durham (City and County) , Chatham County, Alamance County, Burlington, and Graham. • Reduce the sediment and phosphorus loads in urban streams by correcting the leaks in city sewer systems (pending the cost- benefiit analysis of Durham's pilot study) . • Stormwater runoff from existing urban areas is a major source of phOsphorus in the watershed, but there are few practical methods for reducing the problem. Local S&E programs will reduce the sediment load from construction activities in the DurhaM and Burlington-Graham areas. Urban Runoff! - New DeveIo.ment 1 • Adopt impervious surface limits and undisturbed area requirements for new development in both watersheds. • Require the onsite infiltration of the first half-inch of runoff from all impervious surfaces. • Encourage large lot sizes (two acres or more) and/or clustered develbpment, especially in areas nearest to the lakes.
