Triangle J Council of Governments <br /> Water Resources Advisory Cornmitte - August 17, 1983 <br /> POSSIBLE FALLS/JORDAN MANAGEMENT STRATEGY <br /> Recommendati9ns apply to both watersheds unless denoted by an F (Falls) <br /> or a J (Jordan) . <br /> Agricultural Runoff <br /> • identify and treat "Critical Erosion Areas" in both watersheds. <br /> (F) • tmpleiment a 10-year agricultural conservation program as detailed <br /> in the Upper Neuse River Basin Erosion Study (USA-SCS) • <br /> (F) • AgresSively seek $12.3 million needed for the 10-year Falls <br /> project; supplement federal sources with State and county funding, <br /> as needed. <br /> (J) • Fund and implement a similar long-term program for the Jordan <br /> watershed, as recommended in the USDA-SCS Upper Cape Fear Erosion <br /> Studyl (not yet completed) . <br /> Urban Runoff; - Existina Areas <br /> • Adopt and enforce local sedimentation and erosion control ordinances <br /> for construction activities in Durham (City and County) , Chatham <br /> County, Alamance County, Burlington, and Graham. <br /> • Reduce the sediment and phosphorus loads in urban streams by <br /> correcting the leaks in city sewer systems (pending the cost- <br /> benefiit analysis of Durham's pilot study) . <br /> • Stormwater runoff from existing urban areas is a major source <br /> of phOsphorus in the watershed, but there are few practical <br /> methods for reducing the problem. Local S&E programs will <br /> reduce the sediment load from construction activities in the <br /> DurhaM and Burlington-Graham areas. <br /> Urban Runoff! - New DeveIo.ment <br /> 1 <br /> • Adopt impervious surface limits and undisturbed area requirements <br /> for new development in both watersheds. <br /> • Require the onsite infiltration of the first half-inch of runoff <br /> from all impervious surfaces. <br /> • Encourage large lot sizes (two acres or more) and/or clustered <br /> develbpment, especially in areas nearest to the lakes. <br /> (Over) <br />
