My name is Richard Whitted. I 'm Chairman of the Triangle <br /> J Council 4f Governments, and also chair the Orange County Board of <br /> Commissioners. I 'm speaking tonight on behalf of the Council of <br /> Government . <br /> 4 The statement I 'm presenting tonight was developed by Triangle J 's <br /> Water ResoUrces Advisory Committee. That Committee is a broad- <br /> based group of representatives of local governments plus technical <br /> advisors from Soil and Water Conservation Districts, special interest <br /> groups, an'fl university research. <br /> • This statement has also been endorsed by the Executive Committee <br /> of Triangle J. This statement does not, however , represent - nor <br /> is it intended to represent - the the and positions of all member <br /> governments of Triangle J on the critical questions that are the <br /> subject of this public hearing. <br /> • Water quality and water supply_ have been top priorities of our <br /> membershipifor over 15 years. <br /> • In 1974 the COG became the first agency in the United States to receive <br /> a water quality planning grant under Section 208 of the Federal <br /> Clean Water Act . <br /> • In 1981 Trliangle J conducted Project 2000 - a region-wide look at <br /> the future of this area. This past Spring our Horizons UNlimited <br /> Forum brought together public officials, private developers, and other <br /> citizens Concerned about the rapid growth and development of the <br /> Triangle area. The conclusions were inescapable; water quality <br /> and waterisupply will become even more important factors in maintaining <br /> the livability and marketability of the Raleigh-Durham-Chapel Hill <br /> region. 1 <br /> • Where are! we now? We're all at the crossroads of planning and <br /> action. Do we continue to talk, and plan, and study water quality? <br /> Or do we start something about it? <br /> • The time to protect Falls and Jordan Lakes is now.
