PROPOSED LAND!USE PLAN The proposed area plan for the Harmon Young study area outlines key areas for proposed change as follows: o Extend the Ten Year Transition area south of Oakdale Drive to include lots adjacent to Old NC 86 on the east side as well as the entire area to the west of Old NC 86-to reflect ex- Pected development pressures associated with the presence of 1-40 and the interchange to the "immediate southwest of the study area. o Designated existing residential development, in- tluding Joppa Oaks , Byrdsville, Orange Mobile Extates , and Colonial Hills , as well as the "undeveloped area between Old NC 10 and US 70 Business east of NC 86 as Ten Year Transition Area due to existing and preferred development !patterns in the area. 1 o Designate the undeveloped area to the east of the extraterritorial jurisdiction of the Town and south of 1-85 as Twenty Year Transition due Ito the liklihood of the area developing subse- 1 quent to the Wildwood tract and theEtelatiNd ease at which the area can receive public sewer and water service. Retain the Twenty Year Transition designation for the area north of US 70 Business with the exception of the southeastern corner ' located in a different drainage area. o Refine the Commercial Transition Activity Node to reflect existing -development and property lines and upgrade the designation to allow industrial development, as well as commercial development. The area immediately south of the railroad track is also included due to the loca- tional advantages of that portion of the tract. o Improvement of both NC 86 and Old NC 86 to reflect development pressures expected in the area and, I particularly for the latter, the presence of 1-40. DI Provide an access road between NC 86 and Old NC 86 to facilitate vehicular circulation south of Hills- borough and 1-85. Further Detailed Studies Needed 1 While the e*isting Land Use Plan and proposed Area Plan for the vicinity of the Harmon Young activity node indicate the direction of future growth and change in the area, the following further studies should be pursued: o the development of a thoroughfare plan for the County o a detailed area plan on the 1-40 interchanges with Old NC 86
