Pg. <br /> TRANSPORTATION <br /> The means and manner by which people and goods are transported influence the <br /> physical development patterns of an area. In the Harmon Young study area, the <br /> road system serves two functions: <br /> `traffic movement <br /> - land access <br /> For an indl dual , the performance and adequacy of the road system is evaluated <br /> by objectives such as speed, convenience, safety and cost. For the county as a <br /> whole, evaluation iS based on broader objectives such as the impact on the economic <br /> growth protentiml{ for an area and whether the existing character of the area is <br /> disturbed. <br /> The Harmon Y6ung Study area contains a relatively adequate road network. <br /> This network is cbmprised of roads classified as interstate (1-85 and Proposed 1-40) ; <br /> arterials (NC 86j old 86, and US 70) ; and collectors (old NC 10, SR 1006 Orange <br /> Grove Road) . The! classification system used describes roads according to the level <br /> of service. In general , the higher the road classification, the more intensive the <br /> service provided;I that is the greater the access provided to large land areas and <br /> within longer disltances. Lower road classifications indicate the primary service <br /> provided by the rioad is access to individual land uses and access to roads serving <br /> a traffic movement function. <br /> Interstate and arterials are designed to provide the best service and shortest <br /> travel times employment, shopping, education and population centers. Collecto <br /> roads provide area with access to arterial and interstate roads . All other roads <br /> are classified as local roads which provide the least intensive traffic movement, but <br /> the greatest land service. <br /> There are three major areas in the study area that presently are not serviced <br /> by the road system. Itlis is due primarily to absence of development in the area. <br /> These areas inclUde the area south of 1-85 between NC 86 and Old 86; the area <br /> between 1-85 andIUS 70 bounded by Old 86 and the Colonial Hills subdivision, and <br /> the area locatedlsouth of the Eno River outside of the Hillsborough extraterritorial <br /> planning jurisdiction in the north eastern corner of the study area. <br /> The proposed 1-40 corridor will link 1-85 near Hillsborough to the existing <br /> 1-40 terminus atithe Research Triangle Park. Where this route crosses Orange County, <br /> access to other employment certers such as Durham, Raleigh, Chapel Hill and Research <br /> Triangle Park wil be improved, thus increasing development pressures at the proposec <br /> interchanges . 1 <br /> Between ChaPel Hill and Hillsborough,four interchanges will be sited: (1) NC 86 <br /> and Weaver Dairylroad, just north of Chapel Hill ; (2) New Hope Church Road, just <br /> east of NC 86; (3) pid 86 just soPth of Hillsborough; (4) 1-85 southwest of Hillsborou <br /> This third interchange is located in an area underserved by the existing road <br /> network. To accomodate new Orange County residents or commercial/industrial users , <br /> and the associated increase in traffic, a collector -route May become necessary tO' llr <br /> old 86 and NC 86!, Suggested route locations are included in this section. <br />
