August 17, 1983 <br /> ORANGE COTTNTY PLANNING-4 DEPARTMENT <br /> THLJSBOROUGH <br /> NORTH CAROLINA <br /> 27278 <br /> iti7 t <br /> EgFiLJ <br /> HARMON YOUNG STUDY AREA <br /> NARRATIVE <br /> The Board of Commissioners adopted the Land Use Plan for Orange County <br /> in September, 81 , A major concept of the adopted Plan is the designation <br /> of commercial land/or industrial activity nodes of various types and sizes <br /> at major intersections in the County. As part of the on-going process of <br /> refining the Iland Use Plan, it was intended that the designated activity <br /> nodes would be subject to further scrutiny and refinement by the Planning <br /> Staff and Bo arid as area studies. To achieve this objective, a number of <br /> area studies Were included in the Planning Department's work program. Due <br /> to considerable development activity in the vicinity of the 1 -85 and new <br /> NC 66 interchange, designated in the adopted Land Use Plan as the HB~4 <br /> Harmon Young canercial Transition activity node, the Board of Commissioners <br /> on January 4, 1983, following consideration of the Piedmont Power proposed <br /> amendment to Land Use Plan, rezoning and special use permit, directed <br /> the Planning Department to review and revise the adopted plan for the <br /> HB-4 activity node as the priority area study. <br /> The study, herieafter to be referred to as the Harmon Young Area Study, <br /> is currently 6erway' The study area includes the area in Hillsborough and <br /> Eno Townships !generally defined by the Eno River in the north; Lawrence Road <br /> and Colonial lls subdivision in the east; Duke Forest - Eno Division <br /> in the south; and Cornwallis Hills subdivision, Flint Ridge Apartments and old <br /> NC 86 in the st, Portions of the Town of Hillsborough and the Town ' s <br /> extraterritorial planning jurisdiction are included in the study area. Those <br /> areas will be 'considered throughout the study period in cooperation with the <br /> Town of Hillsb IF.rough which has indicated an interest in and desire to work <br /> with the County regarding development south of the Tcwvn. The remaining <br /> portions of the study area are under the jurisdiction of the County. <br /> Considerable effort was made to inform and involve as many residents <br /> of the study area, as well as any other interested individuals and groups , in <br /> the development of the area plan for the study area. Appendix A contains the <br /> schedule of events for the Harmon Young Area Study. <br /> Since the January 4, 1983 directive from the Board of Commsioners, the Planning <br /> Department has| compi \ed and analyzed data on soils, topography, hydrology, <br /> vegetation, land use, utility and the transportation system in the study area. <br /> This informatin, which provided the base for identifying planning issues and <br /> concerns in the area, for specifying development goals and objectives , and for <br /> formulating alternative development plans for the Harmon Young Area Study, is <br /> presented in the following narrative and is followed by the proposed plan` <br />
