Highway 86 to <br /> allow PiedmontlPower Company to construct an office building and maintenance/ <br /> warehouse facility. A request for rezoning of the propOerty and approval of a <br /> Special Use Permit was also considered at that time. <br /> I <br /> On January 4, 1983-, the Board of Commissioners approved the Land Use Plan <br /> amendment, the rezoning request and the Special Use Permit for Piedmont Power. <br /> The Commissioners also directed the Planning Department to review and revise <br /> the plan for the HB-4 Harmon Young activity node within six (6) months, since the <br /> Piedmont Powerlrequest indicated increased pressure for development in and <br /> around the ilb-h Acrivity Node. <br /> Subsequently, a public hearing was held on January 24, 1983 to consider an <br /> amendment to the Land Use 'Plan requested by James Ray Freeland. The proposal was <br /> centered on the HB-4 activity node and involved changing designated 20- Year <br /> Transition and Rural Residential areas to 10- Year Transition. The request, <br /> as well as xeonings of + 10 acres to R-4 approved on March 7, 1983 and <br /> 35.11acres to R-5 approved on August 1 , 1983, were further indications of <br /> increased development pressure in the vicinity of the HB-4 activity node. <br /> Since the Commissioners! directive of January 4, 1983, the Planning Department <br /> has reviewed soils, topographic, land use, utility, flood plain and transportation <br /> information toidentify important planning'issues within the HB-4 activity node. <br /> Three meetings were held with the Hillsborough Township Advisory Council, two <br /> of which were held jointly with the Eno Township Advisory Council, to review <br /> planning issues for the area and to review proposed area plan alternatives. <br /> Four public meetings were held f011owing notification of all property owners in <br /> the study area under the County's lurisdictinn_ nt whirh nlnnrsim, -*4 <br />
