0Th <br /> Commercial/cultural facilities: The site is located approximately <br /> 774 <br /> miles from the central business district of Hillsborough and <br /> approxtely 1.9 miles from commercial development extending <br /> along N.C. Highway 86. Businesses within these two areas as well <br /> as existing and future commercial development at the 1-85 and. <br /> N.C. 86 interchange can serve the shopping needs of future area <br /> residents. <br /> A wide array of cultural activities are available in Hillsborough, <br /> Chapel Rill and. Durham; many offered through university-sponsored <br /> programs! <br /> RECOMMENDATIONS <br /> The Planning Staff recommends approval of the requested rezoning for the following <br /> reasons: <br /> 1. The 'request is in accord with the criteria set forth in the Zoning <br /> Ordinance for application of the R-5 Residential district. <br /> 2. A/thoughIthe impacts of a development at R-5 standards are greater, <br /> similar impacts -would occur at a lower density sudh as R-4. Higher <br /> residential densities should also occur close to activity nodes <br /> such as that designated for the I-85/N.C. 86 interchange with lower <br /> densitieS further removed from the node. <br /> Ar-- 3. Approval of an R-5 zoning classification initiates the LUI or <br /> Land Use System. The system requires the provision of <br /> 1.16 acres of recreation space, a requirement which would not apply <br /> at a lower density classification. The LUI System also provides <br /> more detailed information, via the subdivision approval process, <br /> regarding open space, residential floor area, liveability area, etc. <br /> 4. Additiorl improvements such as those necessary for N.C. Highway 86 <br /> traffic flow may be secured through the subdivision approval process. <br />
