This amount is payable on demand upon the ` <br /> issuance to applicant of any building permit (7) the following safe <br /> features st be adhered-to by applicant: (a) We T-hangers must <br /> es <br /> contain no open-flame heaters; (b) no loading or unloading or storage <br /> of fuel shall be permitted in any hanger area; (c) the requirements of <br /> (a) and (b) shall be prominently displayed in all hanger areas and <br /> incorporated into an Airport Operating Manual which manual shall be <br /> made available to all airport users; (d) all FAA safety requirements <br /> 4 pertaining. to construction and operation of a public,airport the size of <br /> Midway shall be adhered icy (8) a communication system between the <br /> Midway F.B.C. control roam and Fire Company shall be installed by <br /> 1. <br /> applicant. <br /> ■ <br /> 5. The following construction schedule shall be adhered-to <br /> { by the applicant: Construction of the runway shall begin within one <br /> year of final approval of the Special Use Permit and all construction <br /> j on the runway shall be completed one year after construction begins. <br /> i <br /> All construction detailed in phase one of the site plan and project <br /> narrative will be completed ninety (90) days after;completion of the <br /> runway. Phase two will be initiated within sir months after the start <br /> of eonstruction of phase one and be completed within two years of <br /> . .. initiation. Phase three will be completed within two yearn of <br /> completion of phase two. <br /> 6. The grantee of this Special Use Permit shall past with <br /> Orange County, in a form acceptable to the County Attorney, a bond <br /> c r letter of credit in an amount equal to the cost of construction of <br /> 1 ail public improvements, including, to, grading, clearing <br /> chiding but not limited <br /> and stabilization of all areas in public streets and the erection of <br /> i street signs, fire ponds and fire fighting equipment, plus 10%. The <br /> amount shall be determined on the bang of fully executed construction <br /> i contracts or certification by a registered engineer employed by the <br /> grantee of this Speccal Use Permit. Security fcr construction of the <br /> iimprovements in this project may be released according to the phasing <br /> in the project. Specifically, as improvements are t completed in each <br /> phase, that phase and a corresponding amount of money may be <br /> released from the security instruments or the security. instruments may <br /> • be renegotiated based on the unconstructed portion of the <br /> [ improvements. <br /> _ 7. Flight training operations shall not exceed 50% of the <br /> total operations for the facility. <br /> 8: Al! necessary easements to permit utility (electricity, <br /> telephone, sewer and water) installation, servicing and hookups to the <br /> 1 development shall be provided at no cost to the utility provider. <br />
