Collins indicated <br /> that the conditions of the Special Use Permit precluded jets landing at the <br /> airport. Shanklin :continued that heavier engines can displace a threshholc <br /> halfway down the runway. <br /> Smith cited the March 17, 1983 letter from the FAA indicating a concern for <br /> the control of naturally occurring obstacles as the purpose of the approach- <br /> departure area. Shanklin indicated that this is a problem for the airport <br /> operatOr and noted that a naturally occurring obstacle becomes a <br /> "controllling obstacle" which determines the floor of the approach. For <br /> every foot of tree intruding into the approach-departure surface,the <br /> minimum for the approach floor goes up 100 feet for an instrument approach. <br /> Gordon asked a procedural question about whether the Board had to go through <br /> the findings of fact for a recommendation on the modifications. Irvin <br /> responded yes, Gordon indicated she understood that for the specific <br /> requiretbents, but wondered about the general standards. Irvin responded <br /> that ifIthese were pertinent to the decision then they would have to be <br /> discussed. Gordon felt this was a critical, point regarding specific <br /> standard (c) for a general aviation airport. She specifically asked if <br /> Orange County can be more strict than the FAA standards, <br /> Irvin responded that this issue was addressed in the last paragraph of <br /> page four of the paper regarding Richard Ducker's comments. <br /> GordonEeked how they should deal with a condition approved which may <br /> or may not be a "mistake", Irvin responded that a "mistake" would <br /> suggest a condition was too restrictive and action would have to be taken <br /> to modify the condition., He noted that the ordinance calls for a 5000 foot <br /> approachldeparture zone. <br /> Lee Mehler, Peloquin Associates, disagreed saying that the ordinance does <br /> not require a 5000 foot zone. He also added that it was not cut and dry <br /> whether a) and (c) were separate items, He stated that the State regulations <br /> do not require a 5000 foot zone.
