He noted the Town of Hillsborough was supplying the <br /> labor and the developer the materials as part of the ne- <br /> gotiated agreement. He continued that the Town wanted a <br /> line sized far in excess of that needed to serve the develop <br /> unit and wanted to avoid a payback agreement to the develop <br /> by sharing the costs up front. He noted there was a 12" <br /> water line which would enable the Taown to create a loop syst <br /> with Joppa Oaks. <br /> Planning Board member Irvin expressed concern with the <br /> high density proposed and asked what preparaticoswere being <br /> mag, for star:water management. McAdams responded these <br /> measures had not yet been designed. <br />
