Given the above, the construction of a general aviation airport would <br /> be a private venture, for the direct profit of the developers. On September 7, 1982, the Orange County Board of Commissioners found that Buck <br /> 17. Mountain Development had met the minimum requirements for the issuance of a Class A <br /> 18. Special Use Permit, however the Board also felt that several additional conditions <br /> 19. should also be imposed in the approval to assure that the development would protect <br /> 20, the public health, safety and general welfare. <br /> 21. <br /> . One of the conditions was: The applicant shall own or control the height of <br /> 22. objects in the area at each end of the runway which is known as the approach-departu <br /> 23, zone. The appro ch-departure zone begins 200' from the end of the runway and rises <br /> 24. at a 20:1 slope to a height of 250' at a distance of 5000'. The zone is 5000' in <br /> 25. width at its beginning and 2000' in width at its end. The easement rights negotiate! <br /> 26. with each property owner must specify that the developer can control the heights of <br /> 27. objects within the approach-departure zone. All easement agreements and other <br /> 28. evidence of ownership of the approach-departure zone shall be in form and content <br /> 29. approved by the County Attorney. <br /> 30. In addition to not being able to quantify the amount of motor vehicle traffic <br /> 31. associated with the related uses proposed for the airport, the request to remove the <br />
