r , <br /> A. The receipt and disbursement of funds . 1.1 <br /> 4 i <br /> B. Providing adequate accounting procedures and controls to <br /> assure compliance with good and adequate accounting principle <br /> in compliance with State and Federal laws and regulations . <br /> C . Providing for audits of the books and records in compliance <br /> with State and Federal laws and regulations. <br /> III . Selection of the Administrative Entity <br /> The City of Durham shall be _the entity to administer the Job <br /> Training1Plan pursuant to Section 103 b T Q <br /> ( ) ( ) ( ) of the Act. In <br /> accordance with Section 141 (1 ) of the Act , the administrative <br /> e <br /> entity shall be responsible for: <br /> 1 . the disbursal of funds ; <br /> 2. the eligibility of those enrolled in the programs ; <br /> 3. taking action against its subcontractors , subgrantees , <br /> and other recipients to eliminate abuses in the programs <br /> tlhey are carrying out; and <br /> 4 . pjreventing any misuse of funds by subrecipients . <br /> Other specific functions and responsibilities shall include: <br /> 1 . providing the services outlined in Paragraph I above <br /> through its Central Piedmond Employment and Training <br /> Office; and <br /> 2. the hiring and training of staff who shall become regular <br /> members of the City ' s staff in accordance with all rules , <br /> I <br /> regulations , and laws affecting such employment. <br /> IV . Oversight <br /> The Council shall be responsible for exercising independent <br /> oversight Of activities under the local Job Training Plan in <br /> partnership with the units of local government in the Service <br /> Delivery Area . Such oversight shall be in accordance with <br /> procedures established by the Council . <br />
