prior to its joint submission to the Governor as described <br /> in the Act. <br /> B . The rocedure for development of the Job Training Plan is <br /> as follows : <br /> 1 . Appropriate Council committees (as designated by <br /> the Council ) shall advise the staff of the Central <br /> Piedmont Employment and Training Office regarding <br /> the content of the plan ; <br /> 2 . The aforementioned staff shall develop the plan in <br /> response to the advice , policies , and directions set <br /> by the Council and its committees ; <br /> 3 . The Council will review, amend , and approve the plan <br /> as developed by the staff; <br /> 4. The Chief Elected Officials will review and approve <br /> the plan ; or <br /> 5. Refer the plan with attendant comments back to the <br /> Council for further consideration ; and <br /> 6. Upon approval by the Chief Elected Officials and <br /> the Council , the work plan will be submitted to the <br /> North Carolina Department of Natural Resources and <br /> Community Developmebt , Division of Employment and <br /> Training . <br /> II . Selection of the Grant Recipient <br /> The City of Durham shall be the grant recipient pursuant to <br /> Section 1 3(b) ( 1 ) (B ) of the Act .
