10 <br /> is transmitted to the City as administrative unit by the State of <br /> North Carolina according to formuli based upon the demographics Of <br /> the Counti4s shall be expended in and/or for the benefit of the <br /> citizens of each County. Administrative costs shall not exceed <br /> fifteen percent (15%) of the total allocation for each County in <br /> the consortium. <br /> 7. Accountability of Consortium <br /> The parties hereto, constituting the consortium created <br /> hereunder, Shall be jointly and severally accountable for all funds <br /> received by the consortium pursuant to the Act to the extent per- <br /> mitted by law. <br /> 8 . Private Industr Council Created <br /> There is hereby created a Private Industry Council (here- <br /> ' <br /> after "Coundil") . The purpose of the Council is to encourage pri- <br /> vate sector participation in the Program. The Council shall consist <br /> of twenty-three (23) members. The Chairmen of the Boards of County <br /> Commissioners of the Counties shall appoint the members of the Counci <br /> allocated to' their respective Counties as follows: Chatham County - <br /> four (4) members; Durham County - seven (7) members; and Orange Count <br /> five (5) members. The Mayor of the City shall appoint seven (7) <br /> members. <br /> 1 <br /> Twelve (12) the members of the Council shall be persons <br /> who are owners, chief executives or chief operating officers of pri- <br /> 1 <br /> vate for-profit employers and major non-governmental employers, such <br /> 1 <br /> as health and educational institutions or other executives of such <br /> employers whj have substantial management or policy responsibility <br /> (hereafter "private sector representatives") . <br /> -5- <br />
