1 <br /> This Contract is made pursuant to Chapters 153A and 160A <br /> of the North Carolina General Statutes and the Charter of the City. <br /> 4 . MJ:lti-Jurisdictional Area Defined <br /> Fci1 r purposes of this Contract, the multi-jurisdictional <br /> area to whilch services of the Program shall apply, shall be the <br /> area within, the territorial limits of the Counties. <br /> 5. Rights Reserved to Consortium <br /> The consortium reserves the right to evaluate the Program <br /> 1 <br /> in accordance with the Employment and Training Plan and schedule <br /> which will be submitted by the City, as administrative unit, to the <br /> State of North Carolina and in accordance with such plan as approved <br /> by the Governor. The consortium further reserves the right to re- <br /> program funds. Any grant agreement made by the consortium shall be <br /> executed for the parties by the Chairmen of the BOards of County <br /> Commissioners of the Counties and by the City Manager of the City <br /> (as provided in the Charter of the City) . The signatures of said <br /> Chairmen and City Manager upon any plan of services or document <br /> 1 <br /> directing a eallocation of funds shall constitute approval of such <br /> plan or real ocation of funds by the consortium pursuant to the <br /> reservation f rights provided in this section . Provided, however, <br /> amendments to the grant agreement which are required by the North <br /> Carolina Department of Natural Resources and Community Development <br /> and amendments which are of a technical nature may be made by the <br /> City as administrative unit without the approval of the consortium. <br /> The City will notify the Counties of any such amendments. <br /> 6.
