. . <br /> ' <br /> ■ ■ <br /> 0! <br /> ■ <br /> NORTH CAROLINA <br /> DURHAM COUNTY <br /> THIS CONTRACT, made, and entered into this the clay of <br /> 1 <br /> ■, 1983 , by and between COUNTY OF DURHAM (hereafter <br /> 1 <br /> "Durham County" ) , COUNTY OF CHATHAM (hereafter "Chatham County") , <br /> and COUNTY OF ORANGE (hereafter "Orange County") , said counties bei <br /> referred to collectively hereafter as the "Counties" , and CITY OF <br /> DURHAM, a Tunicipal corporation (hereafter "City") ; <br /> WITNESSET H: <br /> WHEREAS, the United States Congress has enacted the Job <br /> Training Partnership Act (hereafter "the Act") in order to provide <br /> job training and employment opportunities for economically disadvan- <br /> taged and unemployed persons; and <br /> WHEREAS, under the provisions of the Act, the Governor of the <br /> State of North Carolina is authorized to make financial assistance <br /> available tlo Service Delivery Areas for the purpose of carrying out <br /> all or a substantial part of an employment and training program; and <br /> WHEREAS, the Act provides for the combination of units of local <br /> government in multi-jurisdictional agreements for the purpose of <br /> forming consortia to carry out employment and training services on a <br /> multi-jurisdictional basis; and <br /> WHEREAS, it has been found by the Boards of County Commis- <br /> sioners of the Counties and by the City Council of the City that <br /> ■ <br /> the area Consisting of the Counties, said area containing a popu- <br /> lation of 263,259 consists of a labor market area broader than the <br /> single jurisdiction of any of the parties to this Agreement under <br /> the Act, th*” said labor market area consists primarily of the City <br />
