For the Board to consider entering into a contract with the counties of <br /> Durham and Chatham and the City of Durham to form the Central Piedmont <br /> Employment and Training Service Delivery Area (SDA) to carryout the <br /> purpoSes of the Job Training Partnership Act: planning and operation of <br /> an employment and training program within the SDA. <br /> 2. For the Board to consider passing a resolution designating one of its <br /> members as "Chief Elected Official" and vesting in this member signatory <br /> authority. <br /> NEED: 1. On June 6, 1983, the Board authorized the County Manager and the Chair <br /> to negotiate an agreement with Durham and Chatham Counties and the City <br /> of Durham for the purpose of establishing an SDA under the JTPA. The <br /> attached contract is the result of these negotiations . <br /> 2. The Sate of North Carolina has requested that each unit of local govern- <br /> ment involved in a JTPA consortium designate, by resolution, one of its <br /> electeld officials as "Chief Elected Official" for the purpose of repre- <br /> senting his or her respective Board in the consortium. <br /> IMPACT: 1. The Contract stipulates among other things that: <br /> a) the administrative unit for the SDA shall be the City of Durham <br /> , which shall administer the employment and training programs on <br /> ' behalf of the member jurisdictions. <br /> b) Iall money transmitted to the administrative unit by the State, <br /> ! except for that required for reasonable administrative costs , - <br /> ! shall be expended in and for the benefit of the citizens of each <br /> county. <br /> c) a Private Industry Council (PIC) shall be created for the purpose <br /> of setting policy and overseeing employment and training programs <br /> administered within the SDA. <br /> d) the contract shall run for one year. <br /> 2. The resolution authorizes the "Chief Elected Official" to sign, initially, <br /> the attached State and Service Delivery Area Memorandum of Agreement and <br /> the Agreement between the Private Industry Council/Chief Elected Officials <br /> as well as any flifur= J J <br />
