"' <br /> „.. . •. <br /> RESOLUTION <br /> WHEREAS: The General Assembly of North Carolina has enacted a law entitled <br /> n an act to provide simplified procedures for disposal by city counties <br /> and sanitary districts of personal property with minimal value” in the <br /> 1983 session.' <br /> WHEREAS: : This law allows County Commissioners to adopt regulations prescrib- <br /> ing procedures for disposing of personal property valued at less than five <br /> hundred dollars ($500.00) for any one item or group of items in substi- <br /> tution of the requirements found in North Carolina General Statute 160A-266. <br /> WHEREAS: Orange County from time to time may find it advantageous and efficient <br /> to trade items of minimal value toward the purchase of a new piece of equip• <br /> ment or to sell an item to a private buyer at a fair market value rather <br /> then sell th e! article at public auction. <br /> WHEREAS: : The existing procedures requiring public advertising and Board of <br /> Commissioner's approval before such a sale could be made may be more costly <br /> then the value of the disposed items warrent. <br /> NOWTHEREFORE BE IT RESOLVED THAT: The Orange County Board of Commissioners <br /> hereby authorize the Director of Purchasing & Central Services to declare <br /> surplus any personal property valued less than five hundred dollars ($500.00) <br /> for any one iem or group of items , to set its fair market value and to <br /> convey title to the property for the County. The only exception to this <br /> authorizationIshall be motorized vehicles. <br /> FURTHERMORE BE IT RESOLVED THAT: The Director of Purchasing & Central Services <br /> shall, on the first day of February, report in writing to the Board of <br /> Commissioners on any property disposed of under such authorizaiton from July <br /> 1 through December 31 of the previous year, and shall on the first day of <br /> August report in writing to the Board of Commissioners on any property dis- <br /> posed of under such authorization from January 1 througn June 30 for that year. <br /> The written report shall generally describe the property sold or exchanged, <br /> to wham it was sold, or with whom exchanged, and the amount of money or other <br /> considerationlreceived for each sale or exchange since the last such report <br /> was submittedi <br />
