Page 13 <br /> TRANSPORTATION SYSTEM <br /> The meanls and manner by which people and goods are transported influence <br /> the physical development pattern in an area. The primary means of transpor- <br /> tation in the' Harmon Young study area is the road system. This system serves <br /> two main functions: traffic movement and land service or access. An indivi- <br /> dual resident of the area would evaluate how well the system functions based <br /> on user objectives such as speed, convenience, safety and cost. A broader <br /> base for evaluating the system would be on the basis of its impact on the <br /> economic growth potential and general character of the area. <br /> The Harmon Young study area contains a relatively adequate road network <br /> composed of roads classified as interstate (1-85), arterials (NC 86, old NC <br /> 86, and US 70); and collectors (old N.C. 10 and Orange Grove Road - SR 1006). <br /> The classification of roads describes the roads on the basis of the level of <br /> service provided.:in general the higher the road classification the greater <br /> the access provided to land uses; the lower the road classification, the <br /> greater the land service provided. Interstate and arterial roads provide the <br /> best service (shortest travel times) to and from important employment, shop- <br /> ping, educational and population centers. Collector roads provide areas <br /> with access td arterials and the interstate. All other roads are classified <br /> as local roadsliwhich are least important in terms of traffic movement, but <br /> provide the greatest land service. <br /> There are three major areas in the study area that presently are not <br /> serviced by thle road system, primarily due to absence of development in the <br /> area. These areas include the area south of 1-85 located between NC 86 and <br /> Old NC 86; the area located between 1-85 and US 70 and extending from old 86 <br /> to the Colonial Hills subdivision; and the area located south of the Eno River <br /> outside of the Town's extraterritorial planning jurisdiction in the north- <br /> eastern cornerlof the study area. <br /> in addition to the road system the study area is traversed in a southeast- <br /> erly direction by the main line of the Southern Railraod. This line is proposed <br /> to become part of the commuter rail system from Charlotte to Raleigh. <br />
