Highway 86. <br /> N : On November122, 1983, a public hearing was held concerning a proposed Land <br /> Use Plan amendment to extend the HB-4 Activity Node down N.C. Highway 86 to <br /> allow Piedmont Power Company to construct an office building and maintenance/ <br /> warehouse facility. A request for rezoning of the property and approval of a <br /> Special UselPermit was also considered at that time. <br /> On January 4, 1983, the Board of Commissioners approved the Land Use Plan <br /> amendment, the rezoning request, and the Special Use Permit for Piedmont <br /> Power. The!Commissioners also directed the Planning Department to review and <br /> .revise the Plan for the HD-4 Activity Node within six (6) months, since the <br /> Piedmoht-Power request indicated increased pressure for development in and <br /> around the HD-4 Activity Node. <br /> Subsequentl , a public hearing was held on January 24, 1983 to consider an <br /> amendment td the Land Use Plan requested by James Ray Freeland. The proposal <br /> was centered on the HB-4 Activity Node and involved changing designated 20- <br /> Year Transition and Rural Residential areas to 10-Year Transition. The request, <br /> as well as the rezoning of ±'10 acres to R-4 Residential was approved on March <br /> 7, 1983, a further Indication on increased growth pressure in the vicinity of <br /> the HB-4 Activity Node. <br /> IMPACT: Since the Commissioners' directive of January 4, 1983, the Planning Department <br /> has reviewed soils, topographic, land use, utility, flood plain and transportatior <br /> information Ito identify important planning issues within the HB-4 Activity Node. <br /> A meeting wilth the Hillsborough Township Advisory Committee was held on June 16, <br /> 1983 to review planning issues for the area- A public meeting has also been <br /> scheduled for Thursday June 30, 1983 and all property owners in the area under <br /> the County's, jurisdiction notified.
