4134 <br /> M I NUT E S <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> JULY 5, 1983 <br /> The Orange County Board of Commissioners met in regular session on July <br /> 5, 1983 at 10:00 a.m. in the Commissioners Room of the Orange County <br /> Courthouse, Hillsborough, North Carolina. <br /> Commissioners Present: Richard E. Whitted, Norman Walker, Don Willhoit, <br /> and Shirley E. Marshall; Absent: Ben Lloyd. <br /> A. BOARD COMMENTS <br /> Richard E. Whitted added to the Agenda an addendum as Item 14: <br /> reappointment and establishment of terms for office for Orange County Tax <br /> Supervisor and Orange County Tax Collector. <br /> He also read a letter from Commissioner Lloyd requesting delay of items <br /> 9 and 13, but as these items had been specifically referred to this Agenda, the <br /> request Was not granted. <br /> B. AUDIENCE COMMENTS <br /> 1. a) Keith Aldridge: Minimum Housing Code <br /> b) Mr. Robert Ellis, Orange Family Medical Center -- Jail Medical <br /> Contract <br /> C. REPORT Minimum Housing Code <br /> Candace Carroway, Chairman of the Housing Subcommittee of the Planning <br /> Committee of the Human Services Advisory Commission made the presentation. <br /> The proposed code is the product of a sub-committee convened by the <br /> Orange County Human Services Advisory Commission (HSAC). <br /> On May 25, 1983, the HSAC discussed the proposed code and voted to send <br /> it forth to the Board of Commissioners with the recommendation that: <br /> 1) it be adopted as a concept paper; and 2) it be referred to the <br /> County Manager for further fine-tuning <br /> After some discussion, Shirley Marshall moved, Don Willhoit seconded <br /> approval of the concept. VOTE: <br /> The proposed code was referred to the County Manager and County Attorney <br /> for further development in concert with the Human Services Advisory Commission. <br /> D. REPORT Harmon-Young Area Plan: <br /> Marvin Collins and Susan Smith made the presentation. On January <br /> 4, 1983 the Board of Commissioners directed the Planning Department to review <br /> and revise the plan for the HE-4 Activity Node within six (6) months. A status" <br /> report on schedule, research and findings was presented; a Public Hearing on <br /> the Draft plan will be held August 22, 1983 and the Board asked that the map <br /> include the I-40 corridor and that the study include the land contained within <br /> that corridor <br /> At Richard E. Whitted's suggestion, E-14 was moved up on the Agenda. <br /> Norman Walker moved, Don Willhoit seconded the appointment of John Horner as <br /> Tax Supervisor and Kenneth Lloyd as Tax Collector for two year terms. VOTE: <br /> Ayes, 4; <br /> E. BOARD DECISIONS <br /> E-1. Property -B.ULySiJed - Robert E. roglauorm' : Norman Walker moved, <br /> Shirley E. Marshall seconded approval of the Preliminary Plan for the property <br /> surveyed for Robert E. LaChance subject to the following: <br /> 1. show 522.7 feet elevation line and designate 100-year flood plain <br /> area. <br /> 2. show width of proposed R & L Park Road on plat as 50 feet. <br /> 3. Indicate acreage of lots 1 and 5 excluding road right-of-way. <br />
