Fikes, ext 2490 <br />Summary Report <br />PURPOSE: To award two housing rehabilitation contracts for the County's HOME Investment <br />Partnership Program. <br />BACKGROUND: The Housing and Community Development Department solicited bids from <br />qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation <br />Program for the general repair portion of the work specifications. Bids were also solicited from <br />lead based paint abatement contractors for items containing lead based paint as required by <br />federal regulation. <br />The informal bidding process is governed by the North Carolina General Statues §143•-131 and <br />does not require a minimum number of bids. Additionally, present program procedures provide <br />that housing rehabilitation contracts be awarded to the lowest responsible bidder. Additionally, <br />ali contractors participating in the County's Rehabilitation Program are required to utilize current <br />deconstruction and material recycling methods during the repair process. <br />Sealed bids were solicited from participating contractors on March 1, 2005 and August 23, 2005 <br />with a bid opening on March 10, 2005 and September 8, 2005 respectively with three bids <br />received for the general repair portion and the lead based paint portion of the work <br />specifications for 8109 Atkins Road. Bid results are attached. <br />Also attached as additional information is a summary report of housing rehabilitation activity <br />since Fiscal Year 2001. During that time, a total of 19 substandard dwelling units have been <br />repaired at a total cost of $535,096. <br />FINANCIAL IMPACT: The HOME Investment Partnership Program provides grant funding for <br />this repair program. <br />RECOMMENDATION(S): The Manager recommends that the Board award the fallowing <br />housing rehabilitation contracts: <br />Dwelling Unit Bid Amount Contractor <br />8109 Atkins Rd„ Mebane $44,535 Triple J Construction Company <br />$7,611 RGO Enterprises LLC <br />
