4'4"11 11111 111111111111 <br /> 1,),111111111111110111111111111111 FIRST CHI ICE FOR FAIN iLUES <br /> Initiative: Environmental Enhancements Extended Site Projects <br /> Implementation Timeline and Budget Needed <br /> 2017-2018 Amount Notes <br /> July 1, 2017—June 30, 2018 $104,500+ Estimated annual cost for additional <br /> environmental services. <br /> Expected Results <br /> Orange County Schools would continue to monitor site conditions and ensure that environmental concerns are <br /> remediated and corrected in accordance with local standards, policy, applicable laws or regulations. Indoor <br /> environmental enhancements will ensure a safe and healthy learning environment for students and staff. <br /> Evidence or Reasoning for this Recommendation <br /> Project#A Transportation Department Environmental Enhancements $60,000 <br /> (1) Underground Storage Tank Issues—The school system has worked with local and state officials on <br /> remediation efforts related to a release from an underground storage tank on the site in 1993. The matter <br /> has recently been reclassified by the NC Department of Environmental Quality(DEQ) as low-risk. In <br /> order to close out the site DEQ required OCS to agree to a deed restriction that prevents groundwater on <br /> the site from being used as a water supply. Notice also had to be provided to all adjoining property <br /> owners. OCS has provided DEQ with evidence of these notices and the deed restriction a No Further <br /> Action(NFA). <br /> (2) Chemical Solvents Issue—During a site visit from DEQ related to the 1993 underground tank spill issue, <br /> DEQ officials raised an issue with the presence of chlorinated solvents in groundwater from an unrelated <br /> source. OCS staff and our environmental consultant are presently working with DEQ to resolve this <br /> issue. The district continues to monitor groundwater wells for the adjacent property owners. Initial <br /> results indicated solvent contaminants remain in the monitoring well onsite and are very slow to degrade <br /> utilizing the current remediation process. In order to expedite the removal of the solvents in the <br /> monitoring wells, the district recommends bio-engineered solutions and actions in order to speed up the <br /> remediation of the underground solvents. <br /> 68 <br />
