Additionally,the District's ability to retain qualified staff will be significantly enhanced. <br /> Evidence or Reasoning for this Recommendation <br /> North Carolina continues to be a less favorable teaching destination for newly certified teachers. Surrounding <br /> school districts continue to experience difficulty in recruiting good teachers. Since base salary for all teaching <br /> staff is established at the State level,the competitive advantage must be realized through other means such <br /> as benefit enhancements and local supplements. Last year, OCS increased its local supplement with the <br /> intention of becoming competitive with surrounding school districts. In comparison, OCS supplements <br /> continue to lag behind the biggest competitors. <br /> As a result,the District has begun looking for additional ways to entice new recruits. After further research, it <br /> was discovered that moving to a self funded dental plan would allow OCS greater flexibility at minimal cost. <br /> The OCS Board continues to embrace and strive to create a career destination for employees. As a result,the <br /> Board decided that it's only expansion initiative for the 2018 budget year would be contributing$20 per <br /> participating employee to the current dental premium. This initiative paired with moving to a self funded <br /> plan will propel OCS ahead in the market place. <br /> 65 <br />
