invested in asset maintenance. Annual capital appropriations do not provide this level of <br /> funding. <br /> 1. Partnerships with community resource providers who have expertise to ensure a <br /> continuum of services that promote the education, health, physical and mental development <br /> of students. Schools are a reflection of our community and reflect the needs of our <br /> community. <br /> 2. Support CHCCS ability to provide a living wage. The implementation of this policy has a <br /> direct effect on our ability to provide funding for other areas of our budget. <br /> 3. Support teacher recruitment, development and retention. The pool of teachers is <br /> declining. Enrollment at the 15 UNC schools of education has plummeted 30 percent since <br /> 2010 and The University of North Carolina at Chapel Hill will no longer offer an <br /> undergraduate teaching program. This decline in participation in teacher preparation <br /> programs mirrors similar declines in other states. High school teachers in science and math <br /> are particularly difficult to hire and we are also having challenges finding middle school <br /> science and math teachers. Recently, we have even experienced challenges hiring <br /> elementary teachers. Barring a significant change in teacher compensation and perception <br /> of teaching career at the state level, we expect this trend to continue. <br /> The loss of state revenue for public education has placed an increased burden on local funding <br /> sources. In CHCCS, we are thankful for the continued support of the Board of Orange County <br /> Commissioners in providing local funds and for the Chapel Hill Carrboro City Schools Special <br /> District Tax. This funding represents the majority of our operating budget and helps support <br /> some of the state shortfalls. We recognize the challenge of funding and look forward to <br /> opportunities to partner to identify efficiencies and new ways of working to meet education <br /> needs. <br /> Thank you <br /> CHCCS Superintendent and BOE <br /> 1 -4 <br />
