17 <br /> 1) Major EAC Renovations — Revere Rd <br /> 2a) Build New EAC — Torain St/Public Works Dr. <br /> 2b) Build New EAC & Park Ops Center— Torain St/Public Works Dr. <br /> 3) Build New— New Site <br /> Recommendations <br /> The Manager recommends the Board receive the preliminary visioning and development <br /> option study regarding the Environmental and Agricultural Center (EAC) prepared by HH <br /> architecture and indicated the preferred option(s): <br /> 1.) Major EAC renovations — Revere Road: perform major renovations to the existing EAC <br /> facility at 306 Revere Road (see attachment number 2 for Revere Road EAC site <br /> and space plans); <br /> • Additional CIP funds required: $235,000 <br /> 2a.) Build new EAC-Torain St: Pursue a development plan and new construction of an <br /> EAC facility located on County owned Torain St/Public Works Drive property (see <br /> attachment number 3 for Torain St/Public Works Drive aerial); <br /> • Additional CIP funds required: $1,850,000 <br /> 2b.) Build new EAC & Park Operations Center— Torain St: pursue a development plan <br /> and new construction of an EAC Facility and a collocated parks operations space <br /> located on the County owned Torain St/Public Works Drive property; <br /> • Additional CIP funds required: $430,500 <br /> 3.) Build New Site: explore and recommend to the BOCC other sites for development on <br /> the northen periphery of Hillsborough for either and EAC site or a collocated EAC/Parks <br /> operations space site. <br /> • Additional CIP funds required: similar to 2a/2b plus land acquisition cost. <br /> QUESTION AND ANSWER <br /> Commissioner Jacobs referred to option 2, and asked what is currently on the site. <br /> Jeff Thompson said scrub pines and some hardwoods that could be protected. <br /> Commissioner Marcoplos asked if the possibility of turning the Revere Road site into <br /> multiple affordable housing units has been discussed. <br /> Chair Dorosin said many have suggested it. <br /> Commissioner Marcoplos asked if there is a cost figure. <br /> Jeff Thompson said no, but there is water and sewer on this property. <br /> Commissioner Price said this is a mixed-use area in and around the Revere Road site, <br /> and asked if the zoning could be identified. <br /> Jeff Thompson said it is currently zoned retail and commercial, and re-zoning would <br /> have to be worked on with the Town of Hillsborough in order to build residential. <br /> Commissioner Price said she is not seeing the inadequacies of the site that are being <br /> suggested. <br /> Kristin Hess said the site and space are limiting and challenging. She said it is difficult <br /> to maneuver large vehicles through the property, and some areas are cut off and thus feel <br /> unsafe. <br /> Commissioner Price asked if this site compares well to the Torain Street site. <br /> Jeff Thomspon said there is a lot of maneuverability around that site, but it has been <br /> noted that it is not a through street. <br />
