REZONING REQUEST <br /> PROPERTY OF JAMES RAE FREELAND <br /> 1 <br /> Mr. James Rae Freeland is requesting that the zoning be changed on 35.11 acres <br /> of property located south of 1-85 on the west side of N.C. Highway 86. The property <br /> is shown as a Portion of lot 4 on Tax Map 45 - Hillsborough Township. <br /> The present zoning is Rural Residential CR-1) which would allow one (1) residen- <br /> tial dwelling lit per acre. <br /> The requested zoning is High Intensity Residential (Rr5) which would allow up to <br /> five (5) dwelling units per acre with a minimum lot size requirement of 7,500 square <br /> feet. Development of the tract at such densities could result in as many as 163 lots. <br /> Property to the north is zoned Rr1 Residential and contains scattered single- <br /> family homes. To the south is a 10-acre tract zoned R-4 Residential and under. develop- <br /> ment as a single-family subdivision. Property to the east is zoned R-2 Residential <br /> 1 <br /> and consists primarily of the Joppa Oaks Subdivision. Land to the west is vacant <br /> and zoned R-1 Residential. <br /> The Land Use Plan designation for the property was changed on March 7, 1983 from <br /> 20-Year Transition and Rural Residential to 10-Year Transition. The change was made <br /> in conjunction with a rezoning request for an R-4 designation on an adjacent lOracre <br /> tract to the smith presently called Wildwood Phase I. <br /> The intent of the R-5 district is to provide locations for high intensity resi- <br /> dential development and supporting recreational, community, service or educational <br /> uses in areas where the full range of urban services are available. <br /> 1 <br /> It is further intended that the R-5 district be used to promote economically- <br /> mixed housing and to contribute to the provision of a range of housing types for lower- <br /> income households. <br /> 1 <br /> The Zoning Ordinance states that this district will usually be applied where the <br /> following conditions exist: <br /> (1) The area is designated by the adopted Land Use Plan as a Transition Area <br /> which can reasonably be annexed by a municipality in the ensuing 10 •20 <br /> 1 <br /> years. <br />
