PROGRAM NARRATIVE <br /> The central Recreation Center and park grounds beautification project reflects <br /> the commitment of Orange County Parks and Recreation Department to aesthetics-- <br /> the quality of life in the surrounding neighborhood. As well, as being a place <br /> to exercise, play and participate in programs, the Central Recreation Center <br /> has the potential to become an attraction for its pleasant setting and <br /> atmosphere. The County recognizes that it must take the lead in the effort <br /> to preserve and enhance the beauty of our landscape. The supplemental focus <br /> of the proposal aside from beautification, is to provide en aesthetic and <br /> appealing "buffer" for the historical district, so that park operations in <br /> particular will not be disturbing or non-appealing to the Town of Hillsborough's <br /> historic motif and culture. <br /> ACTION OUTLINE <br /> I. Weeds and vines covering chainlink fence in Area A (see sketch) will <br /> be cut down and replaced with hybrid climbing plants. <br /> U. Treens will be planted at intervals along the lower border of the area <br /> (see sketch Area A pts (c to b) ) to create a natural buffer between <br /> the area and the adjacent parking lot. <br /> III. Shrubs and flowers will be planted at intervals along the sidewalks <br /> from the parking lot to the Center. None currently exists. <br /> IV. Bank in area of building will be planted with a ground cover that is <br /> pleasing to the eye and a deterrent to erosion (see Area B) . <br /> V. Flowering trees will be planted along the boundary of the Center to <br /> provide a buffer between the road and the facility. <br />
