<br />Requirements for Grants and Cooperative Agreements to State and Local <br />Governments" acrd/or OMB C.,ircular No A-110, "Grants and Agreements <br />with hrstitutions of high Education, Hospitals, and Other Nonprofit <br />Organizations," and/or OMB Circular No A-87, "Cost Principles for State <br />and Local Governments," OMB Circular No. A-21, "Cost Principles for <br />Educational Instihitions," or OMB Circular No A-122, "Cost Principles for <br />Nonprofit Organizations " <br />(b) If applicable, all financial and progranunatic records, supporting doerunenis <br />statistical records and other records of RECIPIENT/ ShJBGRANIEb shall <br />be retained pursuant to 44 C F.R Part 13 All original records pertinent to <br />this Agreement shall be retained by the RECIPIENT/SUBGRANIEE for <br />tluee years following the date of termination of this Agreement or of <br />submission of the final closeout report, whichever is later, with the <br />following exceptions: <br />• If any litigation, claim or audit is started before the expiration of <br />the tluee year period and extends beyond the three year period, <br />the records will be maintained until all litigation, claims or audit <br />findings involving the records have been resolved <br />(e} All records, including supporting doetunentation of all program costs, shall <br />be sufficient to detenrrine compliance with the requirements and objectives <br />of the Budget and Scope of Worlc - Attachment A -and all other applicable <br />laws and regulations <br />(d) the RECIPIENT/SUBGI2.ANIEE, its employees or agents, including all <br />subcontractors or consultants to be paid from funds provided under this <br />Agreement, shall allow access to its records at reasonable times to the <br />AGENCY/GRANTEE, its employees, and agents "Reasonable" shall be <br />conshued according to the circumstances Uut ordinarily shall mean durhig <br />normal business hours of 8:00 a m. to 5:0~ p m ,local tune, on Monday <br />tluough Friday. "Agents" shall include, but not be limited to, auditors <br />retained by the AGENCY/GRAN IEE <br />(8) R);PORTS <br />(a) the RECIPIENT/SUBGRANIEE shall provide monthly progress reports to <br />the AGENCY/GRANTEE, using the Progress Report Fonn Reports ate <br />due by the tenth of the follownig month Reports shall indicate the status <br />and completion date for each project fmrded, any problems or circuinstarices <br />affecting completion dates, or the scope of work, or the project costs, and <br />any other factors reasonably anticipated to result in noncompliance with the <br />terms of the grain award Interim inspections shall be scheduled by the <br />RECIPIENT/SLTBGRANIEE prior to the final inspection and maybe <br />Raznrd Mitigntlon Pagc 5 PLMA-DR-1490-0005 Orange Counq~ <br />Grant Agreement <br />
