It has already
been implementedlby the recent watershed zoning amendments.
14. This item rcommends that lots bordering on perennial streams have
a second usable absorption area identified in case o al ure in e firs
area. It also recommends a monitoring and maintenance program to indi-
- — vidual wastewater, disposal systems.
are not too great. It's my understanding that the Health Depa=ment trie
to identify au area for an additional septic field on each lot it approve
even though this not a requirement of the code they enforce. The
maintenance propdsal has COMB up before and the problems of implementatiol
have been discussled, at least informally, by the people in the Health
Department.
If the BOCC believes there is merit to this recommendation, then the2
ought to request Oat the Health Department review these proposals and
report back to the Board on the feasibility of implementation.
15. This is the recommendation for the adoption of stormwater management
measures in protected watersheds.
At its meeting on July 6 , 1982, the Board requested that Planning
Staff prepare a report on what specific stormwater management measures
will achieve the disired results and staff's technical ability and avail-
able time to implement such_neasuras. Staff will probably report to the
Board on this item on September 7, 1982.
16. ThiE-recommeddatian speaks about continuing the County's strong
sedimentation and lerosion control program and sponsoring a "Back Creek"
project for University Lake and Cane Creek reservoirs.
If the Board sees merit in this recommendation, it could direct the
County Staff to aacertain the availability of funding and procedures for
obtaining fuading an Orange County.
17. The last recoMmendation calls for the County to establish an action
plan for dealing with spills of hazardous wastes in watershed areas.
The State hasl recently developed a plan for dealing with hazardous
waste spills called'"State Emergency Response Plan." They will be working
with local officials and should have contaCted Bobby Baker by this timP .
The Triangle J Council of Governments has recently received a grant
to develop a hazardous waste response plan for the region.
Staff supports this recommendation and recommends working with the
above organizations to develop a County plan of action.
