The first recommendation calls for adoption of a policy to minimize <br /> outflows of water from one major basin to another. It suggests that <br /> this policy could adhieved in part by managing withdrawals and dis- <br /> charges in a so that a balance is achieved. The BOCC has already <br /> taken action in concert with this policy. The Board request for a <br /> Jordan Lake water allocation advised the Office of Water Resources that <br /> water was flowing from the Neuse to the Cape Fear basin via Orange-Alamanc <br /> System's pipe network and via an emergency pipeline between Hillsborough <br /> and Chapel sill and that our projections show the amount..will increase in <br /> the future. The letter suggested that the Environmental Management <br /> Commission should consider returning that water to the Neuse from Jordan <br /> Lake when it decides on allocation. <br /> A number of water users outside the Cape Fear Basin, including <br /> Raleigh, have requested water from the Jordan. The question of inter- <br /> basin transfers of water is sure to arise as the Environmental Management <br /> Commission considers an allocation formula for the Jordan. Their actions <br /> may help clarify State policy in this area and give the BOCC some pre- <br /> cedent for taking is position on this issue. <br /> 2. The second recommendation calls for the formal allocation of Lake <br /> Orange water to users in northern Orange County. The Rcznnrt chnwo <br />
