Box 207 <br /> Chapel Hi11,1 NC 27514 <br /> Dear Mr. Nor1 thern: <br /> I <br /> In response to your telephone call of March 16, 1983, we <br /> are not aware of any privately owned airports in North <br /> Carolina which own or have easements on the full 5,000' <br /> approach surface shown in Federal Air Regulation Part 77. <br /> As I testified before the Orange County Commissioners, <br /> airports arel.only required to meet federal design criteria <br /> if they receive federal aid, and even then, for approach <br /> surfaces mu# control only that property on which naturally <br /> growing obstructions might penetrate the approach surface. <br /> To give you some idea of the actual ownership conditions <br /> for public and private airports in the Triangle area, I have <br /> prepared a brief table as an attachment. I think it' s obvious <br /> that none o these airports, even RDU, comes even close to <br /> controlling the full length of the approach surface as <br /> I <br /> prescribed by FAR Part 77. <br /> As I have stated previously, it is highly desirable for the <br /> airport owner to control sufficient property to ensure that <br /> no naturally occuring obstructions penetrate the specified <br /> approach surface (in the case of Midway, a 20 to 1 surface. ) <br /> However, control of the entire approach surface through land <br /> interest is rarely feasible. In the case of Raleigh-Durham, <br /> for example, the Airport would have to control 19,651 acres <br /> to fully control all, land within the boundaries of the FAR <br /> Part 77 approach surfaces for the existing runways. <br /> I <br /> We recognize( the need for an airport such as Midway to be <br /> , 1 <br />
