11 <br /> 4 <br /> g. <br /> , <br /> -2- <br /> .,, <br /> '-; <br /> a reasonable and safe distance for the clear zone for an airport such as <br /> the one currerltly under consideration. ,- <br /> , <br /> The *vision of a rapid-access road for fire vehicles through <br /> private property not owned by the airport developers, while desirable in . <br /> very general terms, is another requirement that would be very likely to <br /> prevent the establishment of an airport anywhere in the County. If the <br /> J <br /> Commissioners feel that such a road is of overriding importance, they <br /> should be pre ared to institute condemnation proceedings (in favor of Mid- <br /> way or any other private airport in the County) in order to achieve this <br /> end. Otherwise, the objective is likely to be satisfied only by luck. <br /> j- <br /> : <br /> It is reasonable to regulate flight training activities at an air- <br /> port. It is upreasonable, however, to set the level of such activity as a <br /> percentage of total activities. For instance, one of the first group of <br /> customers of any nearby airport is likely to be the complex of users now <br /> operating out pf Horace Williams Airport, and, depending upon the order in <br /> which these activities transferred, training flights might well exceed 50% <br /> in the early stages, even though only a handful of flights per day were <br /> involved. It Would be more suitable to institute controls based upon <br /> numbers rather than percentages, and a reasonable basis for such numbers <br /> would be the activity levels now in effect at Horace Williams Airport. <br /> L <br /> We believe that it is only a matter of time until an accident <br /> occurs in the vicinity of the Horace Williams Airport with consequences <br /> far greater than those of the recent four crashes. The dangers from such <br /> accidents in af'eas with very low population densities are far less than <br /> from accidents! in the fully built-up areas that surround Horace Williams <br /> Airport.
