� | <br /> -2- <br /> O reasonable and safe distance for the clear zone for an airport such as <br /> the one currently under consideration. • <br /> The provision of a rapid-access road for fire <br /> private property ' the airport developers, while desirable in <br /> very general terms, is <br /> prevent the esItablishment of an airport anywhere in the County. If the <br /> Commissioners Ifeel that such a road is of overriding importance, they <br /> should be prenared to institute condemnation proceedings (in favor of Mid- <br /> way or any other private airport in the County) in order to achieve this <br /> end. Otherwisle, the objective is likely to be satisfied only by luck. <br /> It is air- <br /> port. <br /> It is Unreasonable, however, to set the level of such activity as a <br /> percentage of total activities. For instance, one of the first group of <br /> customers of of <br /> operating out Of Horace Williams Airport, and, depending upon the order in <br /> which these acOvities transferred, training flights might well exceed 50% <br /> in the early stages, even though only a handful of flights per day were <br /> involved. It ld be more suitable to institute controls based upon <br /> numbers rather thOn percentages, and a reasonable basis for such numbers <br /> would be the a tiVitv levels now in effect at Horace Williams Airport. ��!| <br /> We believe that it is only a matter of time until an accident <br /> Occurs in c1nitv of the Horace Williams Airport with consequences <br /> far greater than those of the recent four orasheS. The dangers from such <br /> accidents in 8 as with very low population densities are far less than <br /> from accidents in the fully built-up areas that surround Horace Williams <br /> Airport.
