If the <br /> Commissionerslfeel that such a road is of overriding importance, they <br /> should be prepared to institute condemnation proceedings (in favor of Mid- <br /> way or any other private airport in the County) in order to achieve this <br /> end. Otherwise, the objective is likely to be satisfied only by luck. <br /> It is reasonable to regulate flight training activities at an air- <br /> port. It is unreasonable, however, to set the level of such activity as a <br /> percentage of total activities. For instance, one of the first group of <br /> customers of any nearby airport is likely to be the complex of users now <br /> operating out of Horace Williams Airport, and, depending upon the order in <br /> which these activities transferred, training flights might well exceed 50% <br /> in the early tages, even though only a handful of flights per day were <br /> involved. It mould be more suitable to institute controls based upon <br /> numbers rather! than percentages, and a reasonable basis for such numbers <br /> would be the activity levels now in effect at Horace Williams Airport. <br /> 1 <br /> We beljeve that it is only a matter of time until an accident <br /> occurs in the vicinity of the Horace Williams Airport with consequences <br /> far greater than hose of the recent four crashes. The dangers from such <br /> accidents in areas with very low population densities are far less than <br /> from accidents] in the fully built-up areas that surround. Horace Williams <br /> Airport.
