E23255Pszsgmwoug122="'"'"-----
ORANGE GROVE VOLUNTEER FIRE CO.
ROUTE 3,II IL LSBOROUGH,NORTH CAROLINA 27278
: .
! -
I
To; Orange County Board of Commissioners
From Edward Johnson, President
Re: Request for modifications to Midway Airport permit submitted by
Buck Mountain Development Company
Date: March 28, 1983
The Orange Grove Volunteer Fire Company has received a request from
the Orange County Planning Department to comment on its recommendation
that Buck Mountain Development Company provide access to Midway Airport- - ---- --
via Teer Road. We have also received a simil4r request from Peloquin
Associates.BOth of these requests have come too late to call a special
meeting of the Board of Directors to reconsider the issue. This letter,
thereforejattempts to expand on and clarify the reasoning behind our
original suggestions laid out in a letter to the Orange County Board of
Commissioners dated June 24, 1982. In that letter we stated that access
to Midway via Teer road would materially cut our response time and that
it would else provide us access to a densely wooded area where takeoff
and landing Crashes may occur.
1 The inclosed map No. 1 shows that the distance from our firehouse
to the Midway property line via N. C. 54 is 4.3 miles.Via Teer Road and
the suggested access road the distance is 2.7 miles. The access road
would be approximately four tenths of a mile long and could connect to
the service road that would run along the Eastern boundry of the airport
tract. Alternatively, a much shorter access route might be possible by
connecting do the road through the Meadowcreast development. This route
is indicated on the inclosed map No. 2(taken from Buck Mountain's
proposal dated May )7, 1982) and would be approximately one tenth mile
• long. The map indicates that some sort of road already exists.
1
. 1
The relative lengths of the N. C. 54 and Teer Road routes raises
another issUe. Our Fire Company serves an insurance-rated district
(known as Cane Creek with District) that lies wholly within our tax
district. All points within four road miles of our fire station enjoy
lower fire insurance costs in return for certain restrictions placed
1
on our operating procedures. Specifically, we must guarentee an
adequate amount of fire protection to the Cane Creek district even
. 1.
when answering calls on the outer edges of our tax district. In answering
such calls, for example, we might dispatch one truck and call upon
neighboring fire departments to supply additional equipment. This
policy is laid out by the North Carolina Insurance Services Office.
Our distriA is growing and the time may not be far off when there will
be a significant liklihood of having to respond to two fires at once.
We are now 'answering calls at a rate that is three our four times that
of our initial year(1974). ISO restrictions will cause us to place a
higher priority on servicing fire calls within the four mile district.
. i
i
1
