MANAGEMENT <br /> At the April 25, 1983 meeting, the Planning Board requested further infor- <br /> mation on stormwater management objectives and techniques as part of the Board's <br /> ongoing consideration of watershed protection and economic development issues. <br /> Ed Holland and David Blaha of the Triangle J Council of Governments ' and Steve <br /> Gurley of Wake County Planning Department presented information on stormwater <br /> management ad' a means of maintaining water quality and implementation techniques, <br /> respectively, - at the Board's April 16, 1983 meeting. A summary of their presen- <br /> tations follow: , <br /> Ed Holland introduced the topic of stormwater management by identifying the <br /> 4 <br /> varied objectives for implementing these techniques, including the traditional <br /> purposes of flood control and drainage, as well as sedimentation and erosion con- <br /> trol and water quality. Holland noted that TJCOG activities in the field of <br /> stormwater management are specifically focused in the latter: The concern lies <br /> with the pollutant carrying capacity of stormwater runoff and the challenge <br /> with keeping these pollitants out of protected bodies of water. Holland conclu- <br /> ded that Orange County is progressive in North carolina in recognizing the water <br /> quality aspect of the stormwater management problem. : <br /> David Blaha explored the techniques of stormwater management identifying <br /> those techniques considered the most viable by Triangle- J- COG, those utilized <br /> elsewhere in the Country and those specifically addressing industrial development. <br /> Blaha reviewed four stormwater management measures with the Board including: <br /> • <br /> a) infiltration techniques <br /> b) detention basins <br /> c) impoundments <br /> d) density (controls,) <br /> a) Blaha indicated that Triangle J COG viewed infiltration techniques as <br /> the best approach for stormwater management,, Primaillause-both <br /> disoled and suspended Pollutants can be addressed and at relatively r1nimaliçosts,mirilmal ;00:i. if implemented through site design versus strUctural Tmecha- <br /> - <br /> nisms.i The Staff of Triangle J COG are currently attempting to relate <br /> impious.snrfaceS-. to soil infiltration Ca• acity,-and to determine maxi- <br /> . <br /> mum impervious surface ratios. <br />
