Injuring Animals. <br /> It shall be unlawful for any person who causes injury to an <br /> animal by running over or hitting any animal with any motor vehicle <br /> 1 <br /> to fail to stop at once and render such assistance as may be possible. <br /> Any person injuring an animal shall notify immediately (1) the owner(E <br /> 1 <br /> of said animal, (2) an animal control officer, and (3) one of the <br /> rci <br /> following: (a) the . 1 department or (b) the local humane society <br /> SECTION VI. Cruel Treatment. <br /> It shall be unlawful for any person to molest, torture, torment, <br /> deprive of necessary sustenance, cruelly beat, needlessly mutilate <br /> or kill, wound injure, poison, abandon, or subject to conditions <br /> detrimental to its health or general welfare any animal or to cause <br /> or procure such action. The words "torture," "torment, " or "cruelty" <br /> shall be held to include every act, omission or neglect, whereby <br /> unjustifiable physical pain, suffering, or death is caused or per- <br /> mitted; but such terms shall notbe construed to prohibit lawful <br /> shooting of birds, deer and other game for human food; nor to pro- <br /> hibit any authorized County agent from, catching, harboring and de- <br /> stroying dangerrus, unwanted, or injured animals in a humane manner <br /> and in accordance with other provisions of this ordinance, <br /> SECTION VII.
