Public Nuisance. <br /> It shall be unlawful for any animal owner to keep or have <br /> within the coupty any animal which defined by this ordinance re- <br /> peatedly cond cts itself so as to be a public nuisance. <br /> SECTION II. Vicious Animals. <br /> It shall be unlawful for an animal owner to keep any vicious <br /> animal within the county unless it be confined within a secure <br /> building or enclosure, or unless it be securely muzzled and under <br /> restraint by a competent person by means of a leash, chain, or <br /> rope. <br /> SECTION III. Teasing and Molesting. <br /> It is unlawful, for any person to unreasonably tease, molest, <br /> or bait any animal. <br />
