In <br /> response to my proposal to provide different regulations for <br /> rural and subUrban areas , a local bill was passed by the Gen- <br /> eral Assembly in 1979 which enables Orange County to regulate <br /> animals by district (of any size or shape) . - Despite this <br /> enabling legislation , we have yet to adopt any animal con- <br /> trol regulations . Until such regulations are adopted , the <br /> only animal control regulations in effect in Orange County <br /> are those in the General Statutes , which are not adequate <br /> to urban-dens 'ty developments . <br /> Since thenigild animal " issue has arisen , the number of calls <br /> that I have received about dogs has increased markedly. <br /> Most , if not all , of the - callers , have indicated that they <br /> have never been bothered by a tiger, but their neighbor ' s <br /> dogs were very much a problem. In view of our Board ' s unani - <br /> mous opinion that exotic animals should be regulated , now <br /> appears to be a propitious time to deal with the much larger <br /> problem of regulating dogs which are vicious , create a <br /> nuisance , or destroy property. <br /> The Animal Protection Society of Orange County has provided <br /> us with a proposed Animal Control Ordinance (Attachment A) <br /> for our consideration . In addition , they are requesting <br /> consideration of their proposal to appoint an Animal Cruelty <br /> Investigator for Orange County (Attachment B and related <br /> correspondencei, Attachment C) . Although I am not ready to <br /> recommend adoption of these proposals in their present form, <br /> I believe that they can be useful as a starting point for <br /> discussion . <br /> I have asked the Clerk to obtain copies of the NC Dog Law <br /> Manual for Commissioners Lloyd and Marshall published by <br /> . . <br />
