COUNTY <br /> BOARD OF ca.-missics <br /> Action Agenda <br /> • <br /> pamaN AGED A ITEN ABSTRACT iteirtn„41E., 7, <br /> vigamm DATE May 17, 1983 <br /> Subject: Animal Control <br /> D.-- 12.1.7maInt: Health Public Rearing: yes <br /> • <br /> Attachment(s) Infonvation Contact: Commissioner Willhoit <br /> A) Letter from Commis ioner Willhoit <br /> B) Proposed Animal Control Ordinance Pl ane Number: <br /> • <br /> TT-Proposal for Anim4 Cruelty Investigator <br /> D) Compendium of relevant State Regulations <br /> Ptirpose: A) To consider an Animal Control Ordinance for Orange County which will result <br /> in dogs being kept on their owner's property and under control. <br /> B) To consider authorizing an Animal Cruelty Investigator who will investigate <br /> inhumane animal treatment. <br /> 1) Numerous citizens are bitten each year (some persons sustain serious injury <br /> requiring hospitalization) ; the Animal Control Officers (ACOs) of the Health . <br /> Department handle around 10 bite cases per month; dogs cause bicyclists and <br /> motorcyclists to have accidents ; in some areas jogging and other outdoor exer- <br /> cise is hazardous due to dogs; livestock are killed by dog packs ; roaming dogs <br /> destroy property; citizens complain they are not able to enjoy their own yard <br /> due to roaming dogs; the ACOs respond to about 170 citizen complaints about <br /> dogs per month in the non—incorporated areas of Orange County. Orange County <br /> does not now have an ordinance other than the minimumal State Regulations , <br /> The State Regulations are inadequate for the control of roaming and biting <br /> dogs---often our ACO' s are unable to help people do to lack of regulations . <br /> 2) Several major cases of cruelty to animals are discovered each year. We lack <br /> a systematized effort to discover the true extent of this problem and stop <br /> such practices . <br /> Impact: A) Increased safety and security of citizens and property from animals . <br /> B) Provide bCO's with necessary regulations to do their jobs . <br /> C) Establish an animal <br />
