(Award procedures attached) <br /> 1rpact: Program would require establishing a committee of Judges to <br /> V select winners , some funds to purchase framed picture of winners <br /> and certificate and Commissioners participating in a quarterly <br /> presentation as an agenda item of their regualr meeting. <br />
