Mark Rees, ext 498 <br /> 1 Phone Nui±er: <br /> _... <br /> Purpose: To ratify a Purchase order issued to Hemold Ford of Raleigh, state contract vendor <br /> for Ford Police vehicles, for the purchase of five (5) 1983 Ford LTD Police package <br /> vehicles to be delivered and paid for after July 1, 1983. The cost of each vehicle is <br /> 1 <br /> $7,743. 96 for a total of $38,719. 80. <br /> I <br /> Need: - In a continuing effort to upgrade and modernize the Sheriff's Department's fleet <br /> of patrol vehicles, the County staff, after polling individual members of the Board of <br /> Commissioners decided on a course of action that should save the County a considerable <br /> amount of money wile allowing the Sheriff to receive five replacement vehicles in the <br /> late summer of 1983 rather then in the spring of 1984. The circumstances of this <br /> opportunity are as follows: The Sheriff became aware that certain vendors who were <br /> awarded the Statelof:N: C-... Contract for Police vehicles were preparing -their :final <br /> orders to the factories and that local government units would be able to order 1983 <br /> Police vehicles at the state contract price but not have to pay for them until fiscal <br /> year 1983-84. The Sheriff then passed this information on to the Purchasing Director. <br /> The Purchasing Director contacted the vendor for Chevrolet Malibds and discovered <br /> that the deadlinelhad passed for ordering these types of vehicles, but when the Ford <br /> 1 <br /> vendor was contacted it was learned that Ford LTD's with 302 engines could be ordered <br /> up to May 9, 19831 After further review of these vehicles this information was passed <br /> on to the Manager with the recommendation that if possible these vehicles should be <br /> ordered. This recommendation was based on the fact that because of quanity discounts <br /> state contract vehicles are considerably less expensive then locally purchased cars <br /> (see attached comparison sheet) and the 17 miles per gallon E.P.A. figure for the Ford <br /> LTD's is higher then the present Sheriff's fleet average of 13 mpg, Furthermore, the <br /> County would be purchasing 1983 vehicles for FY 83-84,-thus avoiding any price increase <br /> between 1983 model1 cars and 1984 model cars. <br /> Because of the May 9, 1983 deadline, official Board of Commissioners action was <br /> not possible, so the Board was informally polled by the Manager as to their sentiments <br /> on this matter. Based on the results of these conversations, a purchase order was <br /> issued. The7Board is now being asked to ratify this purchase order for FY 83-84 <br /> expenditure. 1 <br /> i <br /> Impact: The Board of Commissioners will be authorizing the purchase of five (5) 1983 <br /> Sheriff's vehicle from the 1983-84 budget at a cost of $38,719.80. These vehicles <br /> will be for the r placement of existing vehicles with high mileage. <br /> Recommendation (s): <br /> Ratify purchase order. <br /> I <br />
