_ <br /> K�� <br /> ORANGE COUNTY ` ��' <br /> BOARD OF OOMMISSI[NEOS Acticn <br /> ACTION AGENDA rrmmABST8JVCT IteoNo. <br /> MEETING DATE u~ � <br /> Subject: Report of thel Child Care Subcommittee of the Orange County Human Services <br /> Advisory Co /'5si0U <br /> --"-- ---'-^ `~~'~^ Manager 1 |'_Publi Hearing: ��� -X oo | <br /> Attachment(s): -- -- -----'--- Contact: __---- <br /> County Manager's Office <br /> Phone 732-8181 ext. 501 <br /> POfPCSI]x For the Board to receive a report from HSAC on Child Care in Orange County. <br /> On March 23 1983^ the HSAC voted to forward the report to the Board of County <br /> Commissioners for its consideration. <br /> ` report,| <br /> NEED: This report prepared by the Child Care Subcommittee of HSAC, as a follow up <br /> to the HSACiNeeds Assessment, reviews previously identified barriers to child <br /> care in Onz e County, defines other such barriers and recommends a plan of <br /> action to H5 AC regarding coordination, development and improvement of child <br /> care delivery, parent education, and support services in Orange County. <br /> The report calls for the establishment of a private, non-profit agency to: <br /> 1 . provide technical assistance in the development of additional <br /> gVal tv day care; <br /> 2. serve as a conduit for public and private monies for subsidizing <br /> child care costs for eligible families ; <br /> 3, develop additional funding resources for the operation of this <br /> agency and for the expansion of child care subsidies for low-income <br /> fami7fes ; <br /> 4. adYO ate for community support for children's services ; <br /> 5. provide and coordinate information and referral for children 's <br /> services to the community ; <br /> 6. coordinate and facilitate the provision of parenting education <br /> in the community. <br /> IMPACT: To create sU h an agency would have multiple impacts not yet fully assessed by <br /> staff, among Which would be the transfer of Federal , State and County day <br /> care funds w th no relief from the responsibilities attendant to administra- <br /> tion of those funds. Also to be weighed is the effect this would have on <br /> the Department of Social Services' ability to deliver coordinated human <br /> services. <br />
